    Story

"Pacific Buoy," an offshore facility built in the waters near Hachijojima Island, Tokyo, was designed to connect security cameras owned by police forces around the world. Engineers from all over the world gathered at the facility to connect it to the network under the jurisdiction of Europol, a European police organization, in preparation for full-scale operation. There, a test of a certain "new technology" based on a facial recognition system was also underway.

Meanwhile, Conan and the Detective Boys are on a whale-watching trip to Hachijojima at Sonoko's invitation.

Then Conan receives a phone call from Subaru Okiya (a disguised Shuichi Akai), informing him that a Europol official has been murdered by Gin in Germany. Conan, feeling uneasy about the situation, sneaks onto the security boat in which Hyoue Kuroda and other Metropolitan Police Department officials are on their way to guard the "Pacific Buoy" and infiltrates the facility. While the facility is being steadily prepared for system operation, a female engineer is kidnapped by the Black Organization! In addition, a USB drive containing certain information in her possession ends up in the hands of the organization....

The a groaning sound roars eerily in the sea. And a black shadow creeps up on Ai Haibara, who was staying at Hachijojima Island...

When the Tamatebako (black box) that should never be touched is opened, the past that has been sealed away now emerges from the sea...
